Building project manager in Cape Town
Bastille is a construction project management and principal agent practice led by Leon van Eeden and based in the Helderberg, a short drive from the city. In Cape Town we act for building owners, companies and developers on projects of every size, from a small home extension or office refresh to a multi-storey building, a hospital refurbishment or a large mixed-use development. We plan, contract, control and deliver.
Building in Cape Town
Planning authority: City of Cape Town.
Cape Town covers everything from Victorian and Edwardian houses in the older suburbs to modern office towers, apartment blocks, hospitals and industrial parks. Larger projects here often involve many consultants, tight city sites and formal JBCC contracts, which is where principal agent services matter most. Leon has managed apartment blocks in London, live hospitals and a very large compound in the DRC, and he currently does senior project management work for Zutari and GVK Projects in the Western Cape. That experience carries straight across to commercial fit-outs and multi-storey work in the city.
City sites come with their own limits. Space for storage, cranes and site offices is often tight, neighbours are close, and deliveries may need to fit around traffic and street rules. Older suburbs can have heritage controls on facades and alterations, and many buildings must stay in use while work goes on. We plan logistics, phasing and safety in detail before the contractor arrives. Throughout the build, Leon runs site meetings, issues instructions, certifies payments and handles claims, so the owner has one clear point of control and a reliable record of every decision.
What we manage here
Builds of every size, from a single addition to a full development.
- Office and corporate fit-outs
- Hospital and clinic refurbishments in live buildings
- Apartment block construction and upgrades
- Heritage house alterations in older suburbs
- Retail and hospitality interiors
- Large mixed-use and commercial developments
What we plan for
Tight city sites
Little space for storage, cranes and site offices means logistics are planned in detail before work starts.
Occupied buildings
Offices and hospitals often stay in use, so we phase work and keep safe routes for staff and visitors.
Heritage controls
Some older suburbs restrict changes to facades and features, so Leon allows for extra approvals in the programme.

Questions about building in Cape Town
Who handles building plan approval in Cape Town?
The City of Cape Town handles building plan approval across the metro. Large or sensitive projects may also need heritage, environmental or traffic input. We work with the design team to understand which approvals apply and to plan the programme around them.
Can Bastille act as principal agent on a large Cape Town project?
Yes. Leon acts for the owner under JBCC contracts, issuing instructions, chairing site meetings, certifying payments, ruling on claims and signing off practical completion. He brings experience from large projects in South Africa, the UK, Ireland and the DRC.
Do you still take on smaller jobs in Cape Town?
Yes. A small extension, renovation or office refresh gets a lighter process with a clear scope, tracked budget and regular site visits. The aim is the same as on a big job: the right result, built safely, with no nasty surprises for the owner.
