Principal agent for building projects in the Western Cape

A principal agent acts for you, the owner, on your building contract. Leon issues instructions to the contractor, runs site meetings, certifies payments and deals with claims until the job is handed over. We work for home owners, developers, schools and businesses across the Helderberg, Somerset West, Stellenbosch, Strand and Gordon's Bay, along the coast to Rooi-Els and Hermanus, in Cape Town and wider.

What it covers

In South Africa most building work of any size runs on a JBCC contract, and a JBCC contract cannot run without an appointed principal agent. The principal agent is the person the contractor answers to. Every instruction, change, payment and extension of time goes through them. If nobody is filling that role properly, the contract stops protecting you. Leon takes on that role and keeps a clear paper trail, so you always know what has been agreed, what has been paid and what is still open.

Leon has done this work on sites in South Africa, the UK, Ireland and the DRC. On Luano City Developments in the DRC he was both project manager and principal agent for a secure compound of 76 houses, offices, a warehouse and apartment blocks. The same habits apply to a two-room extension in Somerset West: written instructions, fair and quick decisions on claims, and payment certificates that match the work actually done on site. You get one person who knows the contract and stands on your side of it.

  • Acting for the owner under a JBCC contract
  • Written instructions to the contractor
  • Regular site meetings and minutes
  • Valuing work and certifying payments
  • Assessing contractor claims and extensions of time
  • Managing variations and their cost
  • Practical completion and snag lists
  • Final account and contract close-out

Who it is for

Home owners

If you are building or extending your home on a JBCC contract, Leon makes sure the builder is paid fairly and only for finished work.

Developers

Developers get one point of control over the contract, the programme and the money on each phase.

Businesses and institutions

Schools, clinics and companies get an independent person to run the contract so their own staff can keep doing their jobs.

How it works

01

Appointment

We agree the scope of the role and Leon sends a clear fee proposal before any work starts.

02

Contract set-up

Leon checks the JBCC documents, the programme and the payment terms before the contractor signs.

03

On site

He runs site meetings, issues instructions and certifies payments against the work actually done.

04

Completion

He signs off practical completion, manages the snag list and closes the final account.

Small to large

On a small job, such as a house extension, the principal agent role is light: a site meeting every week or two, a handful of payment certificates and a clean handover. On a medium project, like an office fit-out or apartment block, there are more claims and variations to manage. On a large development the role becomes a full-time post, with formal reporting, several contractors and a strict paper trail for every decision.

Questions about principal agent

What does a principal agent do?

A principal agent runs the building contract on behalf of the owner. That means issuing instructions to the contractor, holding site meetings, checking and certifying payments, deciding on claims for extra time or money, and signing off practical completion. The contractor deals with the principal agent rather than going straight to you.

Do I need a principal agent for a JBCC contract?

Yes. A JBCC contract is written around an appointed principal agent, and it cannot run properly without one. Many key steps, such as payment certificates and practical completion, have to be issued by the principal agent. Appointing one early also means the contract is set up correctly before work starts.

How much does a principal agent cost?

Fees depend on the size of the project and how long it will run. A small extension needs far less time than a multi-phase development. Leon looks at your project first and then sends a clear fee proposal, so you know the cost before you agree to anything.

Which areas do you cover?

We are based in the Helderberg and work across Somerset West, Stellenbosch, Strand and Gordon's Bay, along the coast to Rooi-Els, Pringle Bay, Kleinmond and Hermanus, and into Cape Town and Paarl. Larger projects further afield are possible, as Leon has worked in the UK, Ireland and the DRC.
