Building project manager in Rooi-Els

Bastille is a Helderberg-based construction project management and principal agent practice led by Leon van Eeden. In Rooi-Els we manage building projects for owners of holiday homes and permanent residences, from a small extension, deck or renovation up to a full new house or a larger build. We plan the work, manage the contractor, control the budget and check the quality, so owners do not have to be on site every day.

Building in Rooi-Els

Planning authority: Overstrand Municipality.

Rooi-Els is a small village on the coastal road between Gordon's Bay and Pringle Bay, set between the mountains and the sea and surrounded by protected fynbos. Many homes are holiday houses, and plots are often rocky and exposed, with little room to store materials. Building suppliers are some distance away, so most materials have to come in along the coastal road. Leon plans deliveries in batches, makes sure the contractor has what is needed before work starts, and keeps the site neat so the natural setting is respected throughout the build.

The weather here can be harsh. Wind comes straight off the sea, salt spray reaches most of the village, and winter storms can stop work for days. Roofing, windows, doors and outdoor finishes must be chosen and fixed for that exposure. Building close to sensitive natural areas can also mean extra care with how much ground is disturbed and where waste goes. We include waste management and site rules in the contractor's brief, and Leon checks they are followed. For owners who live elsewhere, we send regular photo reports so they always know how the job is going.

What we manage here

Builds of every size, from a single addition to a full development.

  • Holiday cottage extensions
  • New homes on rocky coastal plots
  • Weatherproofing and window replacements
  • Timber deck and outdoor living areas
  • Roof replacements for exposed homes
  • Rainwater and off-grid power upgrades

What we plan for

Remote material supply

Suppliers are some distance away, so deliveries come a long way, so we plan materials in batches to avoid idle days on site.

Severe coastal weather

Wind, salt spray and winter storms can halt work, so the programme allows for weather days and finishes suit the exposure.

Sensitive natural setting

Sites sit next to protected fynbos, so we set clear rules for waste, storage and ground disturbance.

Questions about building in Rooi-Els

Which municipality approves building plans in Rooi-Els?

Rooi-Els falls under the Overstrand Municipality, so building plans are submitted there rather than to the City of Cape Town. Because the area is environmentally sensitive, some projects may need extra input. Leon helps the design team plan for this early.

Is Rooi-Els too far for you to manage a project properly?

No. We are based in the Helderberg, and Rooi-Els is a straightforward drive along the coast. Leon plans site visits around key stages, such as foundations, roof and handover, and keeps in close contact with the contractor in between.

Can you handle a small job in Rooi-Els as well as a new house?

Yes. A deck, extension or window upgrade gets a simple approach with a clear scope and budget. A new house gets full project management, with tendering, a proper building contract and Leon acting as principal agent on the owner's behalf.
